ABOUT THE POSITION

The Program Manager will lead and develop the Building for Equity program portfolio. This is a Permanent Employee position, and the primary job of the Program Manager is to coordinate, oversee, and complete the core elements of the Building for Equity initiative; including the Learning Circles program, Capacity Building Fund, Native-led Facilities Funding initiative and the revised Cultural Facilities Funding Program. The Project Manager will also identify and launch additional programs and interventions to support the development of innovative, new Cultural Facilities projects throughout the county. This position will report directly to 4Culture’s Executive Director.

Essential Duties and Responsibilities:
Other duties, responsibilities, and activities may change or be assigned at any time with or without notice. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Oversight of the Building for Equity initiative including a review of previous Building for Equity programs, goals, scope and timeline for new initiatives within the portfolio. Assess available resources, time and financial commitments, and a process for monitoring and reporting on the program’s success.
  • Lead the Building for Equity initiative, including consultation and coordination with the senior leadership team, the staff working group and a community task force. This will include scheduling regular meetings; assigning tasks, deadlines, and benchmarks; and promoting a healthy collaborative environment for all members of the team.
  • Define, schedule, and accurately estimate task duration, ensuring a reasonable schedule that meets the project objectives.
  • Create, maintain, and routinely report on the overall Project budget. Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • Work with external stakeholders (as appropriate and necessary) including the 4Culture Board, Advisory Committees, and community partners in the development, implementation, and evaluation of all project aspects.
  • Work with vendors, contractors, consultants, and outside experts (as appropriate and necessary) toward accomplishment of the project goals.
  • Report and escalate significant issues or concerns to senior management as needed.
  • Coordinate with the Executive Director and lead staff, serve as the point of contact for staff concerning the Building for Equity portfolio.
  • Prepare analysis and reports on topics as requested by the Executive Director.
  • Assist the Executive Director and Senior Leadership to effectively communicate Building for Equity’s impact to stakeholders and the public.
  • Attend all Staff Meetings, and Board of Director meetings when necessary.
  • Work closely with 4Culture Communications and Marketing staff to promote facility opportunities and grant recipient projects.
  • Contribute to data collection and data tracking projects in order to support 4Culture strategies and activities.
  • Represent 4Culture at a variety of community events, venues, meetings and conferences.
  • Contribute to the overall health and welfare of 4Culture by participating on internal sub-committees that address overarching issues affecting the operations of the agency

Supervisory Responsibilities
This position may have supervisory responsibilities in the future, depending on program development.

Education and/or Experience Required
Bachelor’s degree and 5-7 years of experience in the fields of administration, construction, community development, or facilities management (or equivalent combination of education and experience) are the minimum requirements for this position.

Key Competencies and Skills
The successful candidate will possess the following skills, abilities, and experience:

  • A deep appreciation for, understanding of, and commitment to advancing racial equity and social justice.
  • Experience in cultural facilities: operations, renovations, and new building construction.
  • Project Management Professional (PMP) desirable, but not required.
  • Familiarity with municipal, non-profit, and cultural organizations throughout King County.
  • Sensitivity to the concerns of and/or experience working with tribal governments and communities.
  • The most successful applicants will also have experience working with government agencies, non-profit boards, and/or cultural organizations.
  • Excellent written and oral communication skills are essential for this job.
  • Facilitation, negotiation, and presentation skills.
  • Proven working experience in project management.
  • Excellent client-facing and internal communication skills.
  • Solid organizational skills including attention to detail and multitasking skills.
  • Knowledge of physical building construction and building operations.
  • Possess a general knowledge of all current city, county, state, and national health and safety regulations relating to building operations.
  • Ability to manage several complex projects simultaneously, at times in high-stress, high-pressure situations.
  • Ability to handle controversial/sensitive issues, confidentiality and composure, and make dependable independent decisions.
  • Knowledge of budget analysis and project accounting.
  • Strong problem solving, program management, editing, and organizational skills.
  • Willingness to work collaboratively in an open office environment. (This position is temporarily remote.)
  • Strong working knowledge of Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently and collaboratively with 4Culture staff, County employees, media and members of the general public in an effective, congenial, and professional manner.

To perform this job successfully, an individual should have knowledge of Microsoft Word, Excel, PowerPoint, CRM databases, and the Internet.

Work Environment
The work location for this position is temporarily remote. Upon reopening of 4Culture offices, work location is 101 Prefontaine Place S, Seattle, with field work throughout King County, Washington.

Position works a 37.5 hour work week, Monday-Friday. Occasional early morning, evening and/or weekend hours are required.
