Doors Open

Doors Open is a 0.1% sales tax to support arts, heritage, science, and preservation non-profit organizations in King County. Doors Open legislation was drafted by the King County Executive and passed by the King County Council in 2023 and will be rolled out by 4Culture in 2024-25. It consists of six funding programs: Sustained Support, Public School Cultural Access, Public Free Access, Building for Equity, County-wide Initiatives, and Launch. 4Culture is a public agency supporting the King County cultural and science sectors through revenue from Lodging Tax, 1% for Art, and Doors Open funding sources.

About the Role

We are seeking qualified candidates for the position of Evaluation Manager. This position is part of a team that is implementing the new Doors Open program, a 0.1% sales tax that supports arts, heritage, historic preservation and science organizations through a number of grantmaking and technical assistance programs. This position will implement the Doors Open Evaluation Framework and Plan that has been created to measure and assess the impact of Doors Open programming, and will be a lead on developing related reports due to King County Council, including the 2029 Assessment Report. Measurement of other core 4Culture programs is anticipated be integrated within the framework in future years. This critical position will collaborate across the agency to provide oversight of data collection methods, grant reporting, and overall program measurement. The role is expected to recommend and oversee data collection methods, analyze and draft reports, manage annual and semi-annual surveys, and support technical assistance for grantees as they respond to 4Culture’s data collection requirements. The Evaluation Manager will use data analysis, research and storytelling to inform 4Culture’s grantmaking programs and practices. The ideal candidate will be able to translate data into meaningful narratives.

  • Project managing contracts with external contractors and evaluation firms.
  • Supporting program staff and senior leadership to utilize data trends and findings to inform and improve grantmaking strategies and practices.
  • Working knowledge of King County’s cultural arts and science sector countywide.

Skilled in:

  • Working with and providing technical assistance to a broad base of constituents, especially BIPOC, immigrant, and non-English speaking communities.
  • Managing large data sets with attention to detail
  • Utilizing Salesforce (preferred) or a similar customer relationship management (CRM) software for data collection, analysis and report building
  • Prioritizing tasks to manage competing deadlines and priorities

Have the ability to:

  • Oversee the collection, analysis, and interpretation of data from key stakeholders, highlighting key trends, patterns, and areas for reflection.
  • Develop quantitative and qualitative data collection tools while gaining internal buy-in from all necessary staff and key decision makers.
  • Prepare dynamic and compelling reports and presentations for multiple audiences, including key conclusions and learnings, drawing from multiple sources of internal and publicly available data.
  • Work independently and in team settings

Supervisory responsibilities:

This position has no supervisory responsibilities but may occasionally oversee interns/volunteers.

Job Responsibilities:

  • Manage annual and regular reporting requirements to support the measurement and tracking of programmatic impact of Doors Open programs as required by the Doors Open Legislation and Implementation Plan, under supervision of department director.
  • Work with supervisor to regularly identify evaluation and learning priorities, update Evaluation plans accordingly, and work to realize them
  • Design and implement data collection including surveys for cultural organizations and other stakeholders
  • Develop reports and dashboards to communicate findings in collaboration with the Communications Director department.
  • Collaborate with, train and advise the 4Culture staff in data use and evaluation best practices.
  • Support data-informed storytelling and communications efforts through copy writing, analysis, and development of key metrics
  • Provide timely data analysis for internal audiences, elected officials, King County Council staff and the general public.
  • Manage contracting and deliverables with external consultants and evaluation consulting firms as needed.
  • Provide support and guidance to staff in regards to existing data collection methods and analysis.
  • Provide technical assistance to 4Culture grant recipients needing support with grant reporting requirements.
  • Prepare analysis and reports on topics as requested by 4Culture’s leadership.
  • Work collaboratively with program staff across the agency on projects advancing racial equity data collection, and support ongoing data tracking projects to support 4Culture’s racial equity strategies and goals.

Minimum Qualifications:

We are looking for candidates that can demonstrate they have the skills listed above through a combination of their work, education, and life experience as demonstrated in their resume, and cover letter.

  • Five to seven years of experience leading measurement, learning and evaluation work either as staff or as a consultant.
  • Bachelors’ degree (B.A./B.S.) from an accredited institution or the combined equivalent of education and career experience.
  • Experience managing and delivering end-to-end projects.
  • Experience utilizing Salesforce (preferred) or a similar customer relationship manager (CRM) software for data collection, analysis and report building for multiple audiences.
  • Proficiency in MS Office 365 including Outlook, Word, PowerPoint, Excel and SharePoint plus Salesforce or a CRM software equivalent.

Desired Qualifications

  • Master’s level coursework/degree

Work Environment

  • Position works a 37.5 hour work week, Monday-Friday.
  • This position will primarily be onsite 4Culture at 101 Prefontaine Pl S, Seattle, WA. Seattle. This position is hybrid (3 days in the office/2 days remote).

Compensation:

This is a grade 18 position with the full pay range for this position between $85,725 to $137,292. Starting range is anticipated to be $98,167 to $111,509. Salary will be negotiated and based on the selected candidate and their professional experience and includes a competitive package of benefits. It is classified as regular full time, exempt.
