Opportunity
KCIA is interested in commissioning an artist to create a permanent artwork outside of the airport Main Terminal Building. The artist will create a large-scale sculpture in collaboration with the Duwamish Tribe, 4Culture and KCIA staff. The artwork will acknowledge, celebrate, and honor the story of the Duwamish and the land in which the airport occupies. It will also provide an essential connection upon arrival and departure for visitors to the airport to understand and learn about the relationship of this site to the original Duwamish inhabitants of this land.
As this work is being created independently and not in context to any capital project, it is funded by KCIA operational funds. The specific location of the artwork has yet to be determined. KCIA staff has allocated $25,000 in additional funds to cover the cost associated with the site preparations required to install the art on the project site, which includes but is not limited to the foundation, electrical work, permits and lighting elements to support the artwork in this location. The art budget is inclusive and will be used for design, stakeholder review, travel and includes engineering, materials, fabrication, transportation and on-site installation related to the artwork.
4Culture will work with project stakeholders and be the lead to the selected artist. Stakeholders for this project include the Duwamish Tribe, Duwamish Tribal Council, and staff from KCIA. The timeline and anticipated schedule are indicated below.
Background
King County International Airport (KCIA)-Boeing Field is one of the nation’s busiest primary non-hub airports. The airport serves small commercial passenger airlines, cargo carriers, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It’s also home to various Boeing Company operations as well as The Museum of Flight. The airport is owned by King County and managed by the county’s Department of Executive Services. The airport serves all sizes and types of aircraft, fills a wide range of commercial and recreational needs, and is home base for about 150 businesses – including air cargo companies, flight schools, charter operations, and helicopter services. Their tenants also include hundreds of small aircraft owners who use their planes for recreation and business.
4Culture is the Cultural Development Authority (CDA) for King County, Washington. 4Culture Public Art works with King County agency partners to commission public art for shared King County public space.
4Culture and KCIA acknowledge the airport stands on Indigenous ancestral land of the Duwamish.

This project is open to artists residing in Washington state who have received a formal invitation from 4Culture to apply. 4Culture and KCIA staff, selection panel members, and immediate family and members of all of the above are not eligible to apply.
Selection Criteria
Finalists will be selected on the basis of the following criteria:
- Quality and strength of past work as demonstrated in submitted application materials.
- Experience creating and installing a large-scale artwork.
- Interest in working with project stakeholders.
- Understanding of the importance of honoring the story of the Duwamish and the land on which the airport stands.
- Consideration of existing artwork on site and the public’s experience accessing the Main Terminal.
- Availability to begin design work in June 2021 and install artwork by late 2021-early 2022.
Selection Process
The artist for this project will be selected through an invitational process. A five-person selection panel comprised of representatives from the Duwamish Tribe, Duwamish Tribal Council, King County International Airport staff and a curator or artist with extensive knowledge of Coast Salish Art. The Duwamish, staff from KCIA, 4Culture and 4Culture’s Public Art Advisory committee will identify up to 20 artists to invite to apply. The panel will review all applications received, identify finalists for interview, and select one artist for the project.
Finalists will be given orientation to the site and an opportunity to learn more from the Duwamish. The panel reserves the right to make no selection from the submitted applications and interviews.

Interested artists must submit an online application using 4Culture’s application portal. New accounts are set up by 4Culture staff during office hours, Monday through Friday from 9:00 am to 5:00 pm. Usually we can set up accounts very quickly. On evenings and weekends or during exceptionally busy times, it can take a little longer—as such, we encourage new applicants to set up an account as soon as possible. Please don’t hesitate to contact us with questions.
Profile
Your profile in our application portal should include contact information for yourself and must provide demographic information for the current year. We do not use this information for selection purposes, and panelists do not see your demographic information. We use this data in aggregate to help us understand how well we are doing in our efforts to support artists and reach all communities in King County. If you do not wish to answer a question, please select the “decline to answer” option in response.
Statement of Interest
Write a statement of 500 words (or less) that explains why you are interested in this project, how your approach and past work are relevant and relate to the above noted selection criteria.
Audio/Video Statement of Interest (optional)
Applicants may supplement a written statement with an audio or video narrative statement (less than 2 minutes in length). Please include a Vimeo or YouTube link to this audio/video narrative statement within the body of written statement of interest. Ensure your video is not password protected OR include the password alongside the link. Applicants are NOT asked to submit a proposal as part of the application.

Work Samples
Submit 8–10 total work samples. Up to 2 of the 10 samples may be audio and/or video files, with a cumulative run time of up to 3 minutes.
You are encouraged to submit samples of past work that best illustrate your qualifications for this project. The title of the artwork/project name, completion date, medium and dimensions are required fields. Please provide a brief description (75 words or less) for each work sample. Completion of optional fields for project location, commissioning agency, budget, project partners, photo credit, and copyright owner is encouraged.

- Digital images: Submit 8-10 digital images (or 8 to 9 digital images if submitting one or two audio and/or video files for a total of 10 samples). Upload JPG files only; images must be 1920 pixels on the longest side, at least 72 dpi, and less than 2 MB in size.
- Audio/video files: submit up to 2 audio/video samples if these media relate to your art practice (i.e. to show kinetic artwork, gradations of light, sound or media-based art, etc.). Audio samples must be submitted via SoundCloud, with the specific URL (e.g. soundcloud.com/29523) noted on the Work Sample Upload page.
