Arts organizations foster creativity through collaboration and collective energy. Arts organizations add structure, muscle, and memory to the efforts of individual artists' hands and minds. Arts organizations are an economic driver of our region's cultural and tourism industries, providing thousands of jobs and maintaining public and private community gathering spaces.

4Culture's Arts Sustained Support Program provides predictable levels of funding in each two-year cycle. The purpose is to help arts organizations provide a greater public benefit: To make their cultural programs more accessible to all populations within King County through promotion of affordable programming, educational outreach, or active participation.

Over 250 groups—representing a broad range of arts disciplines, geographic areas, sizes, cultural diversity, and levels of development—received a total of $1.6 million dollars in 2014 for the second year of the 2013-2014 biennium. A portion of Lodging Tax revenues collected in King County provides all of the funding for this program.

Who Can Apply

King County non-profit organizations and local arts agencies 

Eligible applicants must have a record of artistic or cultural accomplishment and must have been in operation for at least three years.

  • Not-for-profit arts organizations with a proven history of presenting or producing arts programs for King County residents: organizations whose primary mission contains regular arts programs or services, which may include performances, exhibitions, media presentations, festivals, readings, literary publications or folk art and other artistic expressions from traditional cultures.
  • Not-for-profit arts service organizations providing arts education, training, and/or professional services like administrative support, technical assistance or services to arts professionals, disciplines or special populations
  • Local arts agencies providing arts programming for King County residents. Local arts agencies are organizations or public agencies based in suburban or rural King County that are dedicated year-round to providing arts programs through planning, financial support, events, projects, and technical assistance for community based arts organizations, artists and the public during a major portion of the year.   *Local arts agencies should contact staff before applying, to discuss the Local Arts Agency Sustained Support Program

An organization that does not have 501(c)(3) non-profit status may apply under the sponsorship of another 501(c)(3) "umbrella" organization. Payment for services is issued to the umbrella organization. An umbrella organization may sponsor more than one group applying

What Gets Funded

Program Operations 

Applicants apply based on the organization's overall mission and accomplishments, not for a single project or program. Once funding is awarded, organizations will negotiate a contract with 4Culture for the public presentation of one or more artistic services in each calendar year.

Sustained Support funding may be used for:

  • Annual operating expenses relating to arts programs and services which are accessible to King County residents and visitors, and which provide public benefit (see definition of public benefit under Obligations of Award Recipients).
  • Staff, utilities, supplies, fees or services

Competitive selection process and review criteria 

Applications are reviewed by a peer review panel; this panel's recommendations are then reviewed the 4Culture Arts Advisory Committee and 4Culture's Board of Directors for final approval. Awards are made based on a combination of program quality, organizational quality, budget size, history of Sustained Support funding, the results of On-site Reviews (see box below), and the clarity and persuasiveness of your application itself. Within the overall program goals of artistic, organizational, ethnic, and geographic diversity, the following criteria are considered in the review of applications:

  • Accessibility for audiences

Local Arts Agencies (LAAs)

  • Quality, scope, and impact of annual programming
  • Commitment of local government through dedicated staff and commission structure and annual financial investment in cultural programming
  • Diversity of programming offered (which may include performance and exhibition programs, public art, arts education and school partnerships, granting, facility maintenance, cultural planning, and advocacy, among others)
  • Responsiveness to community needs (including diverse populations) through strategic planning, programming, funding, collaboration, technical assistance, convening, and communications
  • Growth and development of resources, scope, impact, and community participation
On-Site Review Program

In addition to the application completed by your organization, 4Culture administers an On-Site Review program in order to acquire detailed assessments regarding the quality and community impact of programming offered by organizations applying for Sustained Support.

A group of reviewers composed of professionals from the field and community representatives attend events and programs offered by the applicant organizations. These reviewers provide written reports based on the program's review criteria. These reports are given to the panelists considering your application and provide valuable additional information to the Sustained Support peer review panel.

New applicants should contact 4Culture staff right away to set up an on-site visit if possible.

Public Benefit Requirement

4Culture's Arts Sustained Support Program funding provides general operating support for organizations whose arts programs and services are accessible to King County residents and visitors. In order to qualify for these funds, the organization must demonstrate that it provides public benefit and will be asked to specify how they will meet this requirement. The following are examples of services that meet the public benefit:

  • Free or discounted admissions to public programs
  • Free or discounted rental or use of facilities by public agencies or nonprofit cultural organizations conducting public benefit activities
  • Educational services for public schools, students, teachers or the public
  • Services to governmental agencies including city councils, parks or planning departments
  • Free distribution of resources including publications, audio and video recordings, electronic files and documents provided to libraries, museums, web sites, tourist agencies and the general public
  • Creation of publicly accessible research information or files including documents, oral and video recordings and electronic files
  • Augmentation of existing public service grant projects including those funded by 4Culture or other public agencies
  • Development of professional practices and adoption of standards that improve public access to resources, provide technical assistance or training opportunities in best practices or that enhance management and protection of resources held in the public trust.
  • Audience development, diversification of services and enhancement of public accessibility through ADA improvements, services to underserved populations, community outreach efforts or new exhibits, publications or programs
  • Management of art collections or protection of cultural resources relating to King County artists, art work or arts organizations.

FAQ

  • How much funding should I ask for? You do not request a specific amount. Organizations are awarded a comparable level of funding based on their operational budget, their history of Sustained Support funding, available 4Culture resources, and artistic merit or community impact.
  • Once awarded, how do I receive the funds? As a government entity, 4Culture must contract with you for a specific service or 'public benefit'. After you receive notification of the award, you will be asked to complete a brief Contract Information Request Form identifying the service you would like to contract for, usually a public event or activity you are producing that calendar year. This could be one event or your entire season. You will create a new contract in each calendar year of the two-year cycle.
  • What is the time frame for receiving the funds? 4Culture operates on the calendar year. Sustained Support funding needs to be expended within the calendar year of the grant; the 2015 award must be expended in 2015. We encourage organizations to contract for the soonest production possible in order to receive the funds sooner rather than later in the year.
  • May I receive the funds in advance of the project? Funding is provided as a reimbursement after the project has been presented. It is possible to receive up to half of the award upon request before the project opens in cases of urgent or unusual need.
  • When can I expect to be notified of my award? Our review process usually takes several months. We hope to complete the review and notification process by the end of January 2015, once the 4Culture board has approved the award recommendations, but it may take longer.

If you've been approved to receive 4Culture's Sustained Support funding.  What now?  Here's what to expect

Notification

4Culture will send a letter to notify you of your award when it has been approved by our Board of Directors.

Contract Information Form 

The first step you need to take is submitting your Contract Information Form, either 2013 or 2014.

You applied to Sustained Support as an organization and were chosen based on your organization's qualifications, but in order for 4Culture to give you your award, you must choose a project(s) to which this award will be applied—this will be your Scope of Service. Your Scope of Service determines when you are able to claim your funds, so choose it carefully; we encourage you to consult with Bret Fetzer to discuss this. You must also include your Public Benefit; this refers not to the general good done by your organization, but to the free and discounted services you offer (discounted tickets, free or pay-what-you-can performances, scholarships, workshops, etc.) that make it easier for disadvantaged communities to access your work. NOTE: Your Public Benefit need not be limited to the project(s) listed in your Scope of Service. It can relate to your activities year-round.

Once you have filled out your Contract Information Form, submit it to Bret Fetzer.

Contract 

After receiving your Contract Information Form, 4Culture will mail you a contract as soon as possible - we're often doing dozens of contracts at once, so please be patient. The Contract Packet will contain: Depending on the status of any forms we already have from you on file, the Contract Packet may also contain:
  • One (1) W-9 Form
  • One (1) ADA Form
When you receive and review the contract packet, please:
  • Sign and return both copies of your Contract or Letter of Agreement
  • Fill out and return any additional required forms. If you need a notary public for your ADA form we can provide that service.
Once the above documents are received by 4Culture, we will:
  • Return one signed copy of your Contract or Letter of Agreement for your records
  • Review all other forms and make sure they are filled out correctly

Requirements prior to presenting or publishing your project

Help us demonstrate the reach of 4Culture's funding and the value of supporting culture to elected officials and the general public.

To receive final payment you must:

  • Acknowledge 4Culture's support with this text in all project-related print and on-line material: This project was supported, in part, by an award from 4Culture.
  • Include this logo on project-related materials including: websites, brochures, press releases, programs, posters, flyers, advertisements, signage and other related collateral material.

Presentation or publication promotion:

We may be able to post information about your project on our blog and assist with outreach, depending on capacity. Please send the following information to Project Manager at least 3 weeks prior to your event or publication release:
  • Event Title
  • Website/Event Link
  • Event/Completion Date and Time
  • Event Location, including street address
  • Brief description of no more than 100 words
  • Contact information including name, phone number and e-mail
  • Digital image(s) of the project in-process or completed. We prefer photographs that include people. By providing images including recognizable people, we assume you have obtained permission to use their image through a model release or other means, especially for anyone under 18.

Help 4Culture promote you on social media:

Post your event on 4Culture's Facebook page and on Twitter (include @4Culture in the tweet). We will see it and retweet for you.

Getting Paid 

Upon completion of your Scope of Service, please submit the following:
  • A completed 4Culture Invoice and Organization Evaluation. These forms are also included in your Contract Packet. NOTE: Your Invoice and Organization Evaluation must have a signature.
  • A Final Project Budget (in whatever form is best for you)
  • 1-2 Photographs documenting your project, including photo credits
  • Sample Marketing Materials featuring the 4Culture King County Lodging Tax logo
